I think it's a parts, chips and module shortage still affecting GM as well as other manufacturers.
I just got my Mustang Mach E ordered 14 months ago.
My first one had to wait 4 months in Mexico for a chip shortage then when it shipped, it got derailed and burned in Springfield.

Agree about how quiet GM has been with the Silverado EV ordering...
With how Ford had so many issues when the '22 was released, many missing chips & modules, it would not surprise me if GM took their time releasing theirs.
Based on 15,000 Lightnings released for MY'22 - I would be surprised...
I waited over a year after my Lightning reservation was placed in order to place a real order.
Having a first minute GM EV reservation, I am hoping that I get the chance to order the base EV WT.
I have no interest in an optioned or 400 mile range version.

Just have to keep it under $80K is the hard part if you want an higher tier trim.

At the LA Auto Show, the GM marketing & engineering teams were there for special VIP invites.
They said the first rollout will be the base EV WT for the fleet/commercial customers.
I hope to get invited to order my base EV WT in fall/winter this year.
From what I was told, the very first Silverado EV will be the fleet / commercial buyers this spring.
Then the RST buyers this summer.
And lastly the WT1, 2, 3, 4 buyers this winter....
I am eagerly awaiting for my reservation to be called to order my WT.
Will post when I get the pricing on the various trims: WT, WT2, WT3, WT4, etc...
